Regular City Council Meeting <br /> Monday, September 18, 2017 <br /> Page 22 <br /> needs, but opined that it may be possible depending on the site acquired and how <br /> much of it was developable based on permitted uses or what other uses may be <br /> desired in the immediate vicinity. <br /> Councilmember McGehee stated that she had spoken to City Attorney Gaughan <br /> just now, who advised that impounded vehicles could be stored outside. Coun- <br /> cilmember McGehee also asked Mr. Culver if hooking up to geothermal with the <br /> existing building would generate any savings. <br /> Ed Kodet,Architectural Group, Ltd. <br /> Mr. Kodet reported that most maintenance buildings today use geothermal. How- <br /> ever, Mr. Kodet noted that with geothermal and a new building, it would allow for <br /> floor radiant heating in vehicle repair bays, creating a great use of geothermal <br /> when dealing with floors and vehicles year-round. In response to Councilmember <br /> McGehee, Mr. Kodet advised that there wouldn't be a great deal of energy sav- <br /> ings in using geothermal in the existing building that would primarily be used for <br /> vehicle storage unless the vehicle repair area was remodeled as well. <br /> To clarify, Mr. Culver questioned if it would be difficult to retrofit the existing <br /> space to use geothermal. <br /> Mr. Kodet responded that it was dependent on what the space did; and if the vehi- <br /> cle repair area was remodeled and the existing floor removed, geothermal could <br /> then be utilized in the repair area, creating more efficiencies. <br /> In response to storage of impounded vehicles, City Attorney Gaughan clarified <br /> that it was the obligation of an agency (e.g., municipality) to secure impounded <br /> property (e.g. fences) but also noted there were reasons to keep vehicles in as <br /> good of a condition as possible pending their sale and monies returned to the city <br /> based on their value. <br /> Councilmember Etten noted that only the final option contained a wash bay, but <br /> he also noted that when he toured the maintenance facility one of the problems <br /> cited by staff was in washing trucks in the winter and since they currently stuck <br /> out of the wash bay, it created a huge ice area outside. Councilmember Etten <br /> asked if any discussion was held with renovations and fixing that problem that <br /> appeared to be unusually difficult through the winter months. <br /> Mr. Culver responded that in order to solve that problem, it required much less ef- <br /> ficient use of any space added; and with expanding existing space it would not be <br /> cost-effective or feasible based on the current building and what would be re- <br /> quired to make it work. <br /> Mr. Kodet concurred, noting that it involved how the total building functioned. <br /> Mr. Kodet noted that today's wash bays were constructed much differently, with a <br /> catwalk and wand to clean vehicles, under and over. <br />
