Regular City Council Meeting <br /> Monday, October 23,2017 <br /> Page 8 <br /> the HRIEC's role to develop an engagement plan for the City that provided tips or <br /> suggestions for them and/or staff as the HRIEC investigated what could be im- <br /> proved upon versus how its always been done. Councilmember Laliberte opined <br /> that she found that a missing piece now was commission engagement and collabo- <br /> ration and joint work (e.g. several commissioners from various commissions work <br /> together on a specific issue) to share ideas. Councilmember Laliberte shared her <br /> colleagues' concern with any attempt by the HRIEC for oversight or monitoring <br /> other groups. Councilmember Laliberte suggested that the HRIEC instead pro- <br /> vide a fuller engagement plan for how to better reach the community that aren't <br /> currently being done (e.g. how to garner interest) and providing tips that could be <br /> brought to advisory commission meetings by the HRIEC, such as best practices <br /> used by other communities, or League of Minnesota Cities (LMC) resources spe- <br /> cific to engagement efforts. <br /> The HRIEC's interest in representation on city work groups was commendable, <br /> but Councilmember Laliberte suggested that the dots needed to be connected to <br /> ensure follow-through. Councilmember Laliberte reminded the HRIEC that the <br /> City Council had charged the HRIEC to provide specific recommendations to <br /> move the efforts of"Imagine Roseville" efforts beyond the current organic status, <br /> whether by including it as a line item on the annual budget or through an ap- <br /> pointment process. <br /> Councilmember Laliberte stated that she loved the idea of continuing the wel- <br /> come packet, not on paper or in a folder as had been done in the past, but through <br /> digital means that could be provided to new businesses or residents to explain re- <br /> sources, people to help or contact for support, and the attributes of the city they <br /> should be aware of versus being left to discover on their own. <br /> Regarding the "engage" objectives, even though many of the community events <br /> don't necessarily tie back specifically to the City of Roseville, Councilmember <br /> Laliberte stated that the HRIEC was doing a great job with Rosefest and Party in <br /> the Park, opining they were on the right track in seeking more participation from <br /> advisory commissions, anticipating that would continue to get stronger. <br /> Councilmember Laliberte stated that she had always been and continued to be in <br /> favor of a Town Hall/Open House concept, recognizing that it had been initiated <br /> as the CEC sought ways to change up Roseville University efforts. Councilmem- <br /> ber Laliberte questioned if that got lost in the shuffle between the CEC and staff <br /> in how to logistically manage it; but asked that the HRIEC continue to work on it <br /> and provide a recommendation to the City Council, opining it tied back specifical- <br /> ly to what the city could do better. However, Councilmember Laliberte noted the <br /> importance of soliciting staff input so the HRIEC and staff could co-author a pro- <br /> posal based on the intended goals. <br /> Councilmember Laliberte spoke in support of the annual Essay Contest and the <br /> current rubric in place for that process; and spoke in support of the High School <br />
