Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: August 22, 2017 Item No: 6 <br />Item Description: Pathway Master Plan — Scoring Criteria <br />Background: <br />The City of Roseville is currently in the process of updating the City's Pathway Master Plan in <br />conjunction with updating the Transportation Plan. The City last updated the Pathway Master <br />Plan in 2008. Minor updates of the Pathway Master Plan will be completed to reflect the <br />progress of pathway development over the past ten years. In addition, the PWETC is being <br />asked to evaluate the ranking system used in the plan to assist in prioritizing the list of potential <br />pathway projects. <br />Based on input from the last PWETC meeting, staff have prepared a revised ranking criteria and <br />scoring system to evaluate the list of proposed projects identified in the current plan. Following <br />the comments from the PWETC, the draft criteria are based on the consolidation of the existing <br />criteria which contained some overlap. The result is a reduction from 10 to 6 measurable items. <br />A scoring system is also provided, intended to be simple (using readily available GIS data and <br />City maps) and quantitative (easily calculated to maintain consistent scoring). Also included in <br />the packet is an updated list of pathway projects with three new projects for consideration <br />identified through the public input process for the comprehensive plan. <br />The PWETC is being asked to review the criteria and evaluate the scoring system (appropriate <br />number of points, use of weighting values, etc.) to be included in the Pathways Master Plan <br />update. <br />Staff will have a draft version of the ranked segments, based on the new proposed scoring <br />system, available for the PWETC to review. <br />Recommended Action: <br />Receive presentation and provide feedback on the updated ranking criteria and scoring system. <br />Attachments: <br />A.
