79 Chair Cihacek requested an update on where the Parks Department is at with <br />80 organics drop off sites. <br />81 <br />82 Mr. Culver responded there have been some discussions with Parks staff and they <br />83 are doing research on their own. They are also working with the University of <br />84 Minnesota on one of their environmental policy classes that is looking for capstone <br />85 projects. One of the proposed projects is investigating organics, doing more <br />86 research on potential sites, and what could be available for curbside. This <br />87 information should be available from the students in November, which should then <br />88 help them with a location that could be installed next year. <br />89 <br />90 Chair Cihacek inquired if they were able to get more information from the <br />91 Metropolitan Council regarding modeling traffic patterns that was requested at the <br />92 last meeting. <br />93 <br />94 Mr. Culver responded they have a teleconference scheduled with the Metropolitan <br />95 Council tomorrow. <br />96 <br />97 5. Pathway Master Plan Update <br />98 Mr. Culver outlined the discussion for the Pathway Master Plan update. <br />99 <br />100 Anita Reutiman, 2499 Holton Street <br />101 Ms. Reutiman commented she is a bike commuter. She inquired about the <br />102 prioritization in completing the segment to connect Roseville to the Minneapolis <br />103 Diagonal Trail, which connects to the Minneapolis trail system. She also inquired <br />104 about improving the safety for bikers at intersections and on existing trails. She <br />105 referenced County Road C and stated there is no signage for the trail, it can be <br />106 dangerous to bike through, and she has been hit at that intersection. Ms. Reutiman <br />107 also inquired if the plans include improving biker safety to schools and if bike lanes, <br />108 not bike pathways, are included in the discussion. <br />109 <br />110 At the request of a Member, Ms. Reutiman explained a bike lane gives more <br />111 awareness that bicyclers are present than a shoulder would. A bike path separates <br />112 bikers from traffic, but provides less visibility at intersections. Bikers are more <br />113 visible if they are alongside traffic and it feels safer in some ways. On County Road <br />114 C, the bike path is only on one side of the road and if she wants to go west, she is <br />115 on the left side of the road. Motorists are less likely to be looking for a bicyclist in <br />116 that direction. <br />117 <br />118 Ms. Reutiman pointed out the Minneapolis Diagonal Trail is at County Road C and <br />119 Walnut. <br />120 <br />121 Chair Cihacek inquired if she had other areas of concern and stated bike lane <br />122 discussion will also take place during the Traffic Master Plan process, which will <br />123 be ongoing through this fall. <br />124 <br />Page 3 of 11 <br />
