441 <br />Mr. Culver stated he will talk with the Parks and Recreation Department to see what <br />442 <br />they currently offer in their Community Education classes. This section can then <br />443 <br />be refined to what is currently being offered. <br />444 <br />445 <br />Member Trainor stated it should be realistic with what is currently being offered or <br />446 <br />what they are considering to offer in the near future. He also inquired if the City is <br />447 <br />balancing new pathways with their ability to support them with snow removal and <br />448 <br />ongoing maintenance. <br />449 <br />450 <br />Mr. Culver responded he would be more concerned about the winter maintenance <br />451 <br />versus the long-term maintenance. They will have to keep an eye on it as they build <br />452 <br />more pathways. Operationally, they will have to determine how much longer it will <br />453 <br />take the parks staff to clear the pathways with the added mileage. They may have <br />454 <br />to add more people or a new piece of equipment. <br />455 <br />456 <br />Chair Cihacek inquired if there was a separate document that discussed the design <br />457 <br />of pathways and could address the concerns of long term maintenance and requests <br />458 <br />from residents who want more natural pathways. <br />459 <br />460 <br />Mr. Freihammer stated the City builds its sidewalks to general engineering <br />461 <br />standards that include ADA requirements. <br />462 <br />463 <br />Mr. Culver commented if a trail is heavily used, it is difficult to maintain a non - <br />464 <br />paved surface. There is a lot of erosion and drainage, and the surface becomes <br />465 <br />unusable. Generally in an urban environment, paved surfaces are best. <br />466 <br />467 <br />Mr. Freihammer stated they made some corrections to the Preference List of <br />468 <br />Pathway Segments on page 31 of the meeting packet. They also broke them into <br />469 <br />multiple segments not more than one mile in distance, and it a lot of places, it did <br />470 <br />not change the ranking. County Road C was broken into Segments A through D. <br />471 <br />Snelling Avenue was added and is very similar to the Rosedale to HarMar <br />472 <br />Connection that is already on the list. He inquired if they should keep them both <br />473 <br />on the list. <br />474 <br />475 <br />Mr. Culver stated they may want to keep both of them on there but recognizes that <br />476 <br />both of them will not happen. He stated there should be a parallel route to Snelling <br />477 <br />because that is where people will use it, but it could be a very expensive bridge. <br />478 <br />479 <br />Member Seigler commented he would like to see an estimated cost on the <br />480 <br />Preference List chart. <br />481 <br />482 <br />Mr. Freihammer stated it would be hard to include a cost because some of these are <br />483 <br />vague with multiple options. <br />484 <br />485 <br />Chair Cihacek pointed out this is a preference list, not a priority list.
