2.2.3. Existing Safety and Operational Issues <br />There are a number of locations within Roseville where safety and operational issues have been <br />identified for motorists and pedestrians. These locations fall into one of two categories: <br />corridors where congestion has been identified as an issue based on existing and future <br />volumes and intersections and roadway segments that experience higher crash rates. <br />Corridors within the City that experience some level of congestion based on existing and <br />forecasted volumes include the following: <br />• I -35W <br />• Snelling Avenue <br />• Lexington Avenue <br />• Rice Street <br />• TH 36 <br />Based on a review of crash rates along key minor arterial roadway segments and intersections <br />within Roseville, a number of locations have been identified as exhibiting higher levels of <br />crashes based on 2011-2015 data. As shown in Figure 7, these locations include: <br />• Cleveland Avenue and County Road C <br />• Snelling Avenue and County Road B <br />• Snelling Avenue and County Road C <br />• Dale Street and County Road B2 <br />• Cleveland Avenue from County Road C to County Road B2 <br />• Fairview Avenue from County Road B2 to County Road B <br />• County Road B from Fairview Avenue to east of Snelling Avenue <br />• Roselawn Avenue West from Snelling Avenue to Hamlin Avenue <br />• County Road B2 from Fairview Avenue to Snelling Avenue <br />• County Road B2 from Hamhne Avenue to Lexington Avenue <br />ChapterX—Transportation (DRAFT) <br />Adopted XXXXXXXXX XX, 2017 <br />Page X-19 <br />
