4.4. Planned Regional Non -Motorized Transportation Network <br />The Metropolitan Council 2040 TPP encourages the use of bicycles as a mode of transportation <br />and establishes a Regional Bicycle Transportation Network (RBTN) to establish an integrated <br />network of on -street bikeways and off-road trails that complement each other to improve <br />conditions for bicycle transportation at the regional level. The RBTN identifies Tier 1 and Tier 2 <br />alignments where existing regional or other trails exist or where a specific alignment has been <br />identified. The RBTN also identifies Tier 1 and Tier 2 corridors where specific alignments have <br />not yet been defined. <br />Within the City of Roseville, the RBTN identifies one Tier 1 RBTN alignment, four Tier 1 RBTN <br />corridors, one Tier 2 RBTN alignment, and one Tier 2 RBTN corridor. The Tier 1 alignment is <br />located along Lexington Avenue north of County Road C. There is an existing trail along the <br />west side of the roadway in this location. Approximate locations for the Tier 1 RBTN corridors <br />include County Road C east of I -35W; Fairview Avenue south of County Road C; Hamlin <br />Avenue; Old US 8 and County Road D; and Walnut Street, Terminal Road, Long Lake Road, <br />and County Road B2. Several of these corridors currently include segments of trail and/or <br />striped shoulder. The Tier 2 RBTN alignment within Roseville is located along Dale Street south <br />of County Road C. The Tier 2 RBTN corridor is located along Rice Street south of County Road <br />C. As with the Tier 1 locations, portions of this alignment and corridor include existing <br />segments of trail. The RBTN map also identifies four regional destinations within the City: the <br />I-35 W and County Road C Area (a regional job center), the Rosedale Center Area (a subregional <br />job center), University of Northwestern -St. Paul, and Roseville Area Senior High School. <br />The Ramsey County -Wide Pedestrian & Bicycle Plan identifies a Connected Ramsey <br />Communities Network, with a series of corridors that represent long-distance bikeways <br />crossing the county. Within Roseville, major countywide corridors (with status) are identified <br />along County Road C (existing and planned); Walnut Street, Terminal Road, Long Lake Road, <br />and County Road B2 (existing); Old US 8 and County Road D (identified need); Fairview <br />Avenue (existing, planned, and identified need); Hamlin Avenue (existing and planned <br />upgrade); and Lexington Avenue (planned upgrade). <br />The City proposes the following alignments for the RBTN corridors identified within the City: <br />• Along County Road C connecting to the Northeast Diagonal Trail in St. Anthony Village <br />• Along Fairview Avenue between the City boundary with Falcon Heights and County <br />Road C <br />• Along Hamlin Avenue through the length of the City <br />• Along Old Highway 8 through the length of the City <br />• Along Rice Street between the City boundary with St. Paul and County Road C <br />The existing and proposed regional network is shown in Figure 13. <br />Chapter 6- Transportation (DRAFT) Page X-37 <br />Adopted XXXXXX XX, 2017 <br />
