Some <br />534 of the shoulders also allow parking, so then it is not a true bike lane. <br />535 <br />536 Member Wozniak commented another difference will be with the user of the <br />537 pathways. People will not be walking their dog on the shoulder, but would on an <br />538 off-road path. <br />539 <br />540 Mr. Freihammer stated County Road C is proposed to have an on -road and off-road <br />541 pathway. Currently there is an off-road pathway for the majority of it, but not an <br />542 on -road pathway. <br />543 <br />544 Chair Cihacek suggested they keep it as vague as possible to allow options and <br />545 project design development. It should just say they want a pathway that protects <br />546 pedestrians. Based upon the conditions of the design at the time of funding, they <br />547 can determine what is needed. <br />548 <br />549 Mr. Culver referred to the segment proposed for County Road B. He inquired if <br />550 they should change the proposed segment on the north side to an on road bike lane <br />551 on both sides since there is already an off-road pathway on the south side. <br />552 <br />553 Member Misra stated they have received public comment supporting on -road bike <br />554 lanes and the safety factor is worth considering. <br />555 <br />556 Chair Cihacek commented when they say it has to be a bike lane, it removes other <br />557 alternatives based on design or question of current use. The should keep it vague, <br />558 and staff can go through a public hearing process to determine what is desired in <br />559 that area. So much can change between now and when these projects will actually <br />560 get done. <br />561 <br />562 Member Heimerl suggested they still include general guidelines for the options <br />563 available on different types of roadways. <br />564 <br />565 Member Wozniak stated on -road options will provide the most flexibility. As use <br />566 evolves, then they can start looking at off-road options. In some cases, a certain <br />567 road may not be a good option for a bike lane due to increased traffic. <br />568 <br />569 Mr. Culver used Roselawn Avenue as an example. He inquired if they should <br />570 change it to include only an on -road pathway since the majority of it already has an <br />571 off-road pathway. <br />572 <br />573 Member Wozniak commented he was disappointed with the scoring on the diagonal <br />574 connection. <br />575 <br />576 Mr. Culver stated although it is low on the priority list, it is still something the City <br />577 wants.
