34 Public Works Director Culver requested Planning Commission Members say their <br />35 name before speaking because they do not have a secretary present taking minutes. <br />36 <br />37 Mr. Culver provided a brief review and update on projects and maintenance <br />38 activities listed in the staff report dated August 22, 2017. He stated Victoria Street <br />39 will be closed for several days, beginning on Monday, August 28. Work will be <br />40 done on the railroad crossing at Victoria, just north of County Road C, as well as <br />41 the installation of a sidewalk segment. He also noted work has stopped on Snelling <br />42 Avenue in order to get all the lanes open for the fair. It is mostly complete, with <br />43 some finishing work left to do. <br />44 <br />45 5. PWET Commission/Planning Commission Joint Meeting <br />46 Mr. Culver commented the intent of the joint meeting is to discuss various items <br />47 with the Comprehensive Plan as it relates to transportation. <br />48 <br />49 Scott Mareck, WSB Senior Transportation Planner, directed Members to the <br />50 meeting packet, which includes highlights of the Transportation Plan, the 2040 draft <br />51 Future Land Use, and transportation goals and policies for the City. He reported <br />52 County Road C and County Road B2 have been identified by the Metropolitan <br />53 Council as significant freight bottleneck areas and there is a lack of east/west <br />54 continuity with transit service. <br />55 <br />56 Mr. Mareck went over the meetings the PWET Commission has had, and the next <br />57 steps in the process. They will be updating the 2007 Transportation Plan with what <br />58 is required by the Metropolitan Council, but will also detail what the City's future <br />59 needs are. <br />60 <br />61 In response to Chair Cihacek, Mr. Mareck explained they look at how Roseville's <br />62 regional network roadways, transit system, and bike/pedestrian system fits into the <br />63 broader context of the region and communities adjacent to Roseville. They will lay <br />64 out how to coordinate with the County and Mn/DOT on projects that involve <br />65 multiple jurisdictions. There is flexibility to provide a local footprint on the overall <br />66 plan, but there are specific requirements that communities must meet in order to be <br />67 eligible for Federal transportation funds from the Metropolitan Council. There is <br />68 also an amendment process to go through on things they do not agree with that the <br />69 Metropolitan Council requires. <br />70 <br />71 Chair Cihacek inquired if they should be more specific in their plan in order to <br />72 receive funding approval. <br />73 <br />74 Mr. Mareck agreed, and stated it is important they still provide specific <br />75 recommendations to the Metropolitan Council even though they do not have the <br />76 final say in what actually gets done.
