Mr. Culver stated there may be afew roadways that would qualify for 25 miles per
hour. However, staff may not permit it to avoid inconsistencies between streets.
This is a standard table out of Mn/DOT's design guidelines and they may want to
keep it as is.

The Commission agreed to remove the column citing 25 miles per hour from both
charts.

Item 3. Develop Pathways around every lake, to and in every nark and open space.
Mr. Hingeveld stated the idea is that the City will create pathways around the lakes
and make connections to park system. He consolidated some items and cleaned it
up the language.

Chair Cihacek inquired if the park and recreation program is also governed by this
document.

Mr. Culver stated there is a pathways section within the Parks Master Plan. When
the Pathways Master Plan is completed, they will make sure there is consistency
with the Parks Master Plan document.

Member Seigler inquired if they would have to create a path around Lake Johanna
and Lake Josephine since item No. 3 says to develop pathways around every lake.

Mr. Hingeveld commented the wording suggests they make loops where possible.

After discussion, the Commission agreed to have item No. 3 state, "Develop
pathways around lakes, to and in parks and open space."

Member Misra inquired if there are public right of ways around parts of the lakes
where there currently are not pathways.

Mr. Culver stated on Lake Owasso, there are not any public spaces between the
homes and the lake. They will develop a walkable route around the lake and try to
set up circular routes.

Item 4. Develop a nathways system that is accessible from all areas of the citv.
The City uses one-quarter mile as a guide to try and promote a pathway connection.

Chair Cihacek stated this seems redundant, and inquired if there are any properties
that are not one-quarter mile from any given pathway.

Mr. Culver stated it depends on how a pathway is defined. For an area that is less
than 30 miles per hour, an on -road surface can be considered a pathway.
