Regular City Council Meeting <br /> Monday,November 6, 2017 <br /> Page 16 <br /> At the request of Councilmember Etten, Mr. Culver advised that Mr. Thompson <br /> would provide some berming to better control water. Specific to five year <br /> maintenance for this and other Best Management Practices (BMP's) for storm- <br /> water drainage, Councilmember Etten asked how that would be enforced by the <br /> city no matter the agreement, given the small area of access between homes to <br /> provide that maintenance. Mr. Thompson and Mr. Culver confirmed that Mr. <br /> Thompson was working with the watershed district to determine the parties in- <br /> volved in the maintenance agreement, already approved by the watershed district <br /> for this private device. If necessary in the future for maintenance, if not done by <br /> the private owner, Mr. Culver advised that access would be obtained from High- <br /> way 36. <br /> Councilmember Willmus noted significant space between Lots 4 and 5 at the <br /> south end of the private drive that could accommodate an easement. <br /> Councilmember Etten agreed that there appeared to be enough physical space to <br /> allow access; however, he reiterated his concern for preplanning now for mainte- <br /> nance of the pond or in determining fence locations. <br /> Specific to direct physical access for a backhoe and/or dump truck to access the <br /> pond for maintenance purposes, Mr. Thompson responded that it was feasible; <br /> and since this would be under a townhome association, if the pond on Block 1 <br /> filled with sediment and needed cleaning out, ease of access would be incurred, <br /> thus the reason for no common area with this development due to minimum lot <br /> sizes per city requirements; and confirmed the easement access. <br /> To address the public access, Mr. Culver clarified that it could be addressed in a <br /> separate agreement or handled through the Final Plat process; or written into the <br /> legal description of the three lots. <br /> Laliberte moved, McGehee seconded, approved Ordinance No. 1535 ZON- <br /> ING MAP CHANGE at 2315 Chatsworth Street from an Official Map classi- <br /> fication of High Density Residential-1 (HDR-1) District to Low Density Resi- <br /> dential-2 (LDR-2) District as presented in the Request for Council Action <br /> (RCA) of today's date and related attachments. <br /> Councilmember Willmus thanked Mr. Thompson for bringing this type of project <br /> forward. <br /> Mayor Roe concurred, encouraging Mr. Thompson to consider other lots in Rose- <br /> ville where applicable for similar developments. <br /> Roll Call <br /> Ayes: McGehee, Willmus, Laliberte, Etten and Roe. <br /> Nays: None. <br />
