Regular City Council Meeting <br /> Monday,November 27, 2017 <br /> Page 16 <br /> Roll Call <br /> Ayes: Laliberte, McGehee, Willmus, Etten and Roe. <br /> Nays: None. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 7:48 p.m., and reconvened at approximately <br /> 7:57 p.m. <br /> C. Award Construction Bids for the License Center Renovation Project <br /> Finance Director Chris Miller summarized the request, as detailed in the RCA, <br /> along with supplemental information provided as an email of today's date and in- <br /> cluded as a bench handout and made part of RCA. Also present for this discus- <br /> sion were License Center Supervisor Pam Ryan and Ken Stone, lead architect <br /> with Kodet Architects. <br /> At the request of Councilmember Etten, Mr. Stone clarified that the current fee <br /> for Kodet for architectural design services to-date was $43,800, separate from the <br /> bid price. <br /> On page 1 of the RCA, Councilmember Laliberte questioned if office furniture, <br /> security and other items were included as part of the expenses, or included as <br /> items in the replacement schedule; with new work stations intended in this new <br /> space. <br /> Finance Director Miller advised that some items may be repurposed as applicable, <br /> with that still under review as part of the normal replacement cycle for furnishings <br /> and equipment. <br /> Councilmember Laliberte asked for ballpark figures and identification of where <br /> on the replacement schedule or not those items fell into the broader picture, since <br /> they were not included in this packet for the project. <br /> Councilmember Willmus stated that, when consideration of this remodel was be- <br /> gun in May of 2017, the estimated cost was $250,000, making a lot more sense <br /> from his perspective than this latest cost based on bids received. Councilmember <br /> Willmus opined that a remodel cost of$665,000 plus for a rented facility was ex- <br /> cessive, and stated his inability to justify those dollars for a rental. <br /> WILLMUS MOVED, Etten seconded, to REJECT bids and direct staff to <br /> commence negotiations on the possible acquisition of the strip center; not <br /> awarding bids as presented at this point. <br /> Councilmember Willmus recognized that there would be some renovation dollars <br /> expended whether the city owned the facility or not; but over the course of the <br /> current five-year lease, noted that the city would be paying over $50 per square <br />
