From a broader traffic congestion perspective, <br /> Councilmember Willmus also opined that it was nice to finally see some of these <br /> improvements occurring in the north and east metropolitan area to address traffic <br /> stacking issues. <br /> Mayor Roe clarified that the intent of his comments was to make roadways work <br /> where they are not currently working. <br /> At the request of Mayor Roe, Mr. Culver provided an update on the city's request <br /> that a rose be included on the proposed sound wall by MnDOT; with Mr. Culver <br /> advising that he would continue to push hard on MnDOT's request for proposals <br /> to ensure that was part of the package, preferably at no cost to the City of Rose- <br /> ville or its residents or businesses. <br /> Etten moved, Willmus seconded, approval or ratification of the MnDOT proposed <br /> traffic mitigation projects for the 1-3 5W North MnPASS Project as presented. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> L Discuss Cleveland Avenue at County Road B Signal Replacement <br /> Public Works Director Marc Culver reviewed this preliminary information avail- <br /> able and deadline for city response to MnDOT seeking to consider more signifi- <br /> cant improvements at this intersection beyond a simple signal system replacement <br /> as proposed by MnDOT as part of their project. Mr. Culver advised that one of <br /> staff's potential recommendations may be for installation of a roundabout at that <br /> intersection to facilitate traffic and provide safe pedestrian movements in this area <br /> by reducing traffic speeds of vehicles coming immediately off I-35W south and <br /> improving safety by decreasing accidents. <br /> Discussion ensued regarding current safety issues; viability of roundabouts in- <br /> volving pedestrian movement, including additional signage or improvements; <br /> need to involve residents to see their comfort level for various options at this in- <br /> tersection prompting staff to seek additional time for study without agreeing to the <br /> signal replacement as proposed by MnDOT. <br /> Further discussion included the preliminary discussions by city, Ramsey County <br /> and MnDOT staff to-date on various options; Americans with Disabilities Act <br /> (ADA) upgrades intended by MnDOT, including pedestrian ramps to meet grade <br /> and slope guidelines, more accessible push buttons, audible pedestrian signals and <br /> count down timers and potential signal timing changes. <br />
