Regular City Council Meeting <br /> Monday, December 4, 2017 <br /> Page 24 <br /> fore, Councilmember Etten spoke in support of the motion to facilitate a study on <br /> longer-term impacts. <br /> While having seconded the motion for discussion purposes, Councilmember <br /> McGehee spoke in opposition to the motion, stating that she found it difficult to <br /> balance priorities with city needs and resident safety with the broader costs for a <br /> study and subsequent design and environmental work required at that intersection. <br /> Therefore, Councilmember McGehee opined that she found this immediate cost- <br /> share expenditure with the MnDOT project to be much more beneficial to address <br /> this dangerous intersection more immediately. Considering the potential loss of <br /> cost-share partners and other funding unknowns, Councilmember McGehee reit- <br /> erated her opposition to the motion. <br /> Councilmember Willmus spoke against the motion, opining that nothing was cer- <br /> tain in the future, and since this replacement is currently in front of the body and <br /> certain, including ADA improvements that he found important along this corridor <br /> with its proximity to Brimhall School and further up Fairview Avenue and its re- <br /> lated improvements, development of the park and significant higher number of <br /> pedestrian movements as a result. Therefore, Councilmember Willmus spoke in <br /> support of the current project, and in opposition to the motion. <br /> At the request of Councilmember Laliberte, Mr. Culver advised that, if this item <br /> were removed from the MnDOT project tonight, staff would return to the City <br /> Council within a few months with a proposal for a study on the intersection, with <br /> no set date as to when the project might happen. Mr. Culver reported that the next <br /> federal grant solicitation process would occur in the spring of 2018 for work in- <br /> tended for the 2022 — 2023 construction season; with most grant applications for <br /> federal projects as well as other applications typically scheduled on an annual ba- <br /> sis. <br /> Councilmember Laliberte stated that she would probably vote against the motion <br /> on the table. <br /> While not happy with the situation, Mayor Roe stated his intent to support the <br /> motion to pursue further analysis and options. <br /> Roll Call <br /> Ayes: Etten and Roe. <br /> Nays: Willmus, Laliberte, McGehee. <br /> Motion failed. <br /> Mr. Culver advised that he would consult with Ramsey County for their feedback. <br /> 6.
