SHOREVIEW CITY COUNCIL - SEPTEMBER 2, 1997 12 <br />� ROLL CALL: Ayes: Wickstrom, Huffman, Landwehr, Reiter, Martin <br />Nays: None <br />Councilmember Wickstrom stated that as much as she would like to not raise taxes, the <br />reality is that costs go up every year. <br />Councilmember Hnffman stated that the proposed increase is the largest possible, and he <br />would like to see it be less. <br />Councilmember Reiter stated that she �elieves the budget can be held to no increase or <br />decreased by eliminating a consultant study. ' <br />Mayor Martin encouraged Councilmembers to come to the workshop discussions with specific <br />recommendadons because that is the only way the budget can be reduced. She commended <br />staff for the budget proposal. <br />MOTTON: by Councilmember Wickstrom, seconded by Councilmember Landwehr to <br />adopt resolution number 97-66 establishing the proposed 1998 taz levy of <br />$5,093,073 less HACA of $985,216, for a certified tax levy of $4,107,857 for <br />collection in 1998. <br />ROLL CALL: Ayes: Landwehr, Wickstrom, Martin <br />� Nays: Huffman, Reiter <br />As this is a preliminary proposed budget, Mayor Martin requested an ezplanation of the nay <br />votes. <br />Councilmember Reiter stated that her previous comments do not have to be justified. <br />Councilmember Huffman stated that he believes there is a starting point lower than the <br />highest maximum amount. „ <br />•� � • �•' � � � � . . . � � <br />� •� �� ..�1. ►�u�_ � <br />Presentation by Associate Planner David Ebeling <br />Three actions are requested of the Council: 1) rescind the Joint Powers Agreement between <br />Shoreview and Roseville for Lake Owasso water surface regulations; 2) adopt the revised <br />Joint Powers Agreement; and 3) adopt City Ordinance 669 pertaining to surface water <br />regulations within the City. The Lake Regulations Committee has been working with <br />Roseville to adopt water surface regulations and execute a Joint Powers Agreement, which is <br />necessary to enforce the rules on a lake in two jurisdictions.
