receives 160 hrs paid plus 200 hrs volunteer patrol time. Water patrol costs $32lhr; Roseville
could also choose to contribute.
DB schedules where need is greatest. In season, a boat is on Owasso for part of every Sat.
or Sun.
Nighttime enforcement can be obtained by calling police (who are dispatched by Ramsey
county); violators can usually be caught from shore.
The Lake Watch Group on Owasso cannot enforce but can inform the water patrol of
problems, similar to a neighborhood watch group.
Snowmobile use is likely covered by local ordinances (e.g. hours of operation, distance
from shore). A summer/winter reversible sign (to describe ordinances) at the boat launch
would be a benefit (SG).
21. Please provide the task force with any other information you think would be helpful.
KE gave GW material from the Lakes Inventory Tnquiry regarding bottom sediments,
clarity, and iish stocking.
KE recommended the pamphlet, "A Guide for Multiple Use Waterway Management" and
gave a copy to Gary Wood.
Excerpts from "An Evaluation of Water Surface Use of Lakes in the Seven Counry
Metropolitan Area" (1984) were distributed by KE.
DB gave a copy of the county permit application to GW.
abbrevzatzons:
PFD - personal flotation device
BUI - boating under the influence
PWC - personal water craft
other - see list of attendees at top.
3. Other business.
Four environmental panelists were re-invited (in writing) for 12/18, including a person
from SEH Engineering (consultants to GLWMD).
The aquatic biologist consulted by JS commented that most of the questions were difficult
to answer. In general, bottom disturbance in shallow waters is detrimental to iisheries and
aquatic biology. With regard to the no-wake issues a more sensible approach would be to base
it on depth rather than distance. JG pointed out that boat effects also depend on their speed.
PE has asked Dr. Sue Galatowitsch (U MN) to comment on the environmental questions.
Meetin *adjourned, 9:30
P. Egli, Secretary
12/12J96
5
