Lake Owasso Task Force <br />Summary of Discussion with Lake Safety and <br />) Enforcement Panel (12-04-96) <br />Panelists: Kim Elverum, Boat and Water Safety <br />coordinator, DNR <br />Terri Roesler, Boating Staff Specialist, <br />DNR <br />Doug Biehm, Ramsey County Sheriff's <br />Water Patrol <br />The Task Force Members presented a list of concerns and <br />question5 regarding safety, regulation, enforcement and <br />permits to the panelists for their response. <br />Information provided by the panel indicated that Lake Owasso <br />boating use was typical for lakes in our area with a good <br />safety record, <br />The panel stated that the Sheriff's Department is the <br />enforcement authority and a simple, uniform, set of <br />regulations governing the lake would be easiest� to enforce <br />and pursue to court if necessary. <br />; The present 300 foot, "No Wake" ardinance is outdated and <br />unenforceable. <br />Existing State Regulations governing lake surface uses are <br />the result of numerous surveys, two years of study and two <br />State public hearings. <br />Patrol Officer's judgment on violations are usually adequate <br />for effective enforcement under most circumstances. <br />Required lake use permits are authorized by the-Sheriff's <br />Department after investigation by the Sheriff's Water Patrol <br />and approval by the Municipalitie� affected. Althaugh not <br />required by law, this procedure has been in effect for over <br />twenty years. <br />1400 hours of Lake Patrol are funded for all Ramsey County <br />lakes and river enforcement. <br />�horeview has funded an additional 300 patrol hours through <br />1993 for lakes within the city. Some of these patrol hours <br />were used on the Roseville portion of Lake Owasso. This <br />funding was reduced to 150 hours in 1994. <br />The city of Roseville has not funded any activities on Lake <br />Owasso far the last 10 years or more. <br />I <br />
