Mechanical or hand clearing of weeds can be done if < 2500 <br />ft2, including a<15'-wide boat channel, with notificatian of the GLWMD (and city?). <br />Chemical treatment requires a permit (DA,MC). <br />Is there a right not to have one's shoreline eroded? Unclear. DNR regulations specify type and <br />dimensions of anti-erosion materials and beach sand blankets. <br />Da shoreline owners have the right to put out docks, rafts, or buoys in order to discourage boat <br />tra�c near their shore ar to indicate the extent of the no-wake buf� f"er zone? No permit is <br />required for structures e�ended from shore, but rafts need permits. Structures that are <br />safety hazards are not perniitted; long docks in shallow water may be reasonable. <br />General discussion wzth Mr. Converse followed -- <br />The proposed Shoreview ordinance is adequately and appropriately drafted, but MC had no <br />personal opinion about it. The current ordinance is unclear, and some modern-day <br />problems are not addressed (MC). <br />Wakes can travel long distances on calm days (DA) but are subject to dissipation (JG). <br />We can change regulations subject to DNR's standards (JG, 6110.3700). <br />If a JPA is reached that the DNR does not appr�ve in its entirety, it is likely (MC's words) that <br />the DNR could accept only part, and require the cities to amend their ordinances <br />accordingly. We could put an "escape clause" into tiie JPA that clearly allows the DNR <br />to do this. <br />Most JPA's are approved by the DNR; they commonly defer to cities. <br />Mr. Converse accepted the LOTF's thanks and lefl at 8:41 PM. <br />3 Detertnine individuals to invite to 11/1 / 6 meeting on Regulatorv Enforcement and Safet� <br />Not done, see #4. <br />4 Determine auestions to be provided to�artici�ants in the 11/13/96 rneetin� <br />Due to the late hour and because environmental questions were not yet developed and <br />most environmental guests were invited for 11/13, it was decided to spend the 10/30 meeting <br />developing questions for both the environmental panel (11i13) and questions plus guests for the <br />regulatory - safety paiiel (likely 12/4). GW felt there was a need to organize and prioritize <br />questions. JG urged others to come prepared. <br />Jeff Roessler (GLWMD) will he re-invited for 11/13 by Egli. Other guests on 11/13 will <br />be: Tom Peterson (Ramsey County Soil and Water Conservation District), Terry Noonan <br />(Ramsey coiinty limnologist), and Ed Musielewicz (National Resaurces Conservation Service). <br />These three felt they could not answer questions specifically about Lake Owasso (DA). Tom <br />Landwehr (Shoreview city council) sees himself as more of a facilitator than an expert, and will <br />iiot attend. No one frotri DNR is slated to attend (but s�e JG handout on fisheries, Uelow). <br />Don Meyer (environmental) could not attend on 10/30 and will be invited for 11/13 or <br />another time by Wood. Otherwise, Wood will ask hitn if he would be willing to respond in <br />writing to our questions. <br />Lt. Bergeron and/or Dep. Biehn of the Ramsey county sheriff s water patrol would be <br />likely guests on 12/4 (Prak to invite) It would be good to get someane from the DNR who <br />oversees regulations (GW); unclear who will invite them (DNR phone = 296-3336). <br />All the invited guests who are public officials will require an official 'uivitation froin Steve <br />North and the city. <br />
