Major CIP Items <br />The CIP identifies a number of major capital items that are expected to be needed in order to sustain <br />current programs and service levels. Over the next fiveyears, these major items include: <br />$20million in water and sewer infrastructure <br />$11million in streets and pathways <br />$6 million in vehicles and equipment <br />$5 million in general facilities improvements <br />$4million in parks & recreation-related improvements <br />Greater detail on these projects can be found in the full version of the Capital Improvement Plan, but a <br />brief overview is presented below. <br />Five-Year Capital Improvement Plan Overview <br />As noted above, the largest planned capital investment over the next fiveyears is associated with the City’s <br />water and sewer infrastructure, much of which was originally installed in the 1960’s and 70’s. Some <br />segments of this original infrastructure has already been replacedor undergone re-lining procedures.The <br />remainingimprovements are expected to take place over the next 10-15 years. <br />Another significant investment will take place with the City’s streets and pathways as these infrastructure <br />components proceed through their normal resurfacing and replacement cycles. This includes $6 million <br />for the mill & overlay of neighborhood streets, as well as another $5 million for the replacement of major <br />thoroughfares including Municipal State-Aid streets. <br />Beginning in 2018, the City will turn its attention to the remaining parksystem assets that were not <br />addressed during the recent Park Renewal Program.The Skating Center will require nearly $3.9million <br />over the next fiveyears to replace various components. In addition, playgrounds and athletic fields & <br />surfaces throughout the City will require $3.7million of new investment to replaceaging structures and <br />poor conditions. <br />As noted earlier, the City’s general vehicles and equipment replacement needs are expected to total <br />roughly 6million over the nextfiveyearsas part of City’s normal asset replacement cycle. Aside from <br />the parks & recreation facilities noted above, the City expectsto make approximately $1.6million in <br />repairs or renovationsto various components ofCity Hall, Public Worksbuilding, and the Fire Station. <br />Five-Year Financial Impact <br />With approximately $50million in new capital investments over the next fiveyears, the CIP is expected <br />to have animpact on property taxpayers,but not necessarily on utility customers. Significant rate increases <br />were enacted during previous years for theCity’s water, sanitary sewer, and storm sewer functions to fund <br />scheduled improvementson a pay-as-you-go basis.However, for 2018and beyond inflationary-type rate <br />increases will be necessary. <br />The impact on property taxpayersis depicted in the chart below. <br />79 <br /> <br />
