<br />As noted earlier, net position may serve as a useful indictor of a government's financial
<br />position. In the case of the City of Roseville, assets exceeded liabilities by $179,588,823
<br />at the close of the most recent fiscal year. This represents an increase of $3,729,676 from
<br />the previous year.
<br />By far the largest portion of the City of Roseville's net position (76% percent) reflects its
<br />investment in capital assets (e.g. land, buildings, machinery, and equipment) less any
<br />related debt used to acquire those assets that is still outstanding. The Ciry of Roseville
<br />uses these capital assets to provide services to citizens; consequently, these assets are not
<br />available for future spending. Although the City of Roseville's investment in its capital
<br />assets is reported net of related debt, it should be noted that the resources needed to repay
<br />this debt must be provided from other sources, since the capital assets themselves cannot
<br />be used to liquidate these liabilities.

<br />A portion of the of the City of Roseville's net position represents resources that are
<br />subject to external restrictions on how they may be used. The remaining balance of
<br />unrestricted net position -$29,696,870, may be used to meet the Ciry's ongoing
<br />obligations to citizens and creditors.
<br />At the end of the current fiscal year, the City of Roseville is able to report positive
<br />balances in all three categories of net position, both for the government as a whole, as
<br />well as for its separate governmental and business-type activities.
