Contamination, damage and impact on visitor experience was shown to not be a major concern in the <br />data gathered in this pilot. <br />The amount of material collected is modest, but just over 7,000 pounds of material from one park in <br />Roseville that was diverted from the trash is still an achievement. Especially when it comes without the <br />difficulties that were imagined pre -pilot. <br />Cost is still potentially a factor. However, this pilot shows that most park containers do not need to be <br />emptied weekly, or even every other week. Adjusting the collection frequency for different types of cart <br />locations is one way to reduce the cost of the program. <br />Recommendations: <br />Eureka Recycling believes that parks recycling collection can work in Roseville. The keys have been to <br />understand the needs of different kinds of parks uses and recycling cart location. A cart in a pavilion <br />requires much different service levels that a lonely cart off on a trail. Parking lot carts are subject to <br />more dumping as people clean out their carts. <br />Eureka has serviced recycling carts in parking lots at parks for many years. In 2017 we also added new <br />cart locations that were a walk-up distance from lots near food stations, playgrounds, tennis courts, <br />ballfields, and pavilions. <br />Carts set out on trails would be the new part of this program. We are recommending the following <br />collections frequencies for the different cart location types: <br />• Parking lots —EOW <br />• Food Station — EOW + <br />• Tennis Courts and Ballfields — EOW + <br />• Pavilions — EOW or Weekly (based on volumes) <br />• Trails — Monthly+ <br />EOW refers to every other week collection on the same routes and the residential recycling. EOW + <br />means that it is every other week collection with the options of additional pick-ups if Parks staff calls in a <br />request. Pavilions are the big generator. Based on what we learned in the pilot some can be EOW <br />collection of they had extra carts added, but Parks staff could call in extra pick-ups if busy weekends <br />occur. Other high traffic pavilions would default to weekly service, especially for the higher volume busy <br />months of the summer in June, July and August. <br />This pilot shows that weekly or EOW collection on the trails is not needed. We are recommending <br />monthly collection for trail carts. Again with the stipulation that if as Parks crews are out collecting from <br />trash containers they see a cart that cannot wait they can call-in extra collections for that park. <br />These recommendations do not yet have pricing attached. This final phase will need to be negotiated <br />between Eureka and City staff once the recommendations are approved. <br />
