Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: January 23, 2018 Item No: 7 <br />Item Description: Comprehensive Plan: Resiliency Chapter <br />Background: <br />Every 10 years, the City's Comprehensive Plan must be updated in accordance with the <br />Metropolitan Land Planning Act (§473.851-473.871), and the policies of the Metropolitan <br />Council. The Resiliency Chapter is one of the sections that is required by the Comprehensive <br />Plan process, with two specific requirements that need to be addressed in the chapter: <br />1. Solar Resource Protection: <br />a. Include your community's Minnesota Solar Suitability Analysis Map. This is <br />available on your Community Page. <br />b. Include calculations of your community's gross solar and rooftop solar resource. <br />This is available on your Community Page. <br />2. Solar Resource Development: <br />a. Include a policy or policies relating to the development of access to direct <br />sunlight for solar energy systems. <br />b. Include strategies needed to implement the policy or policies. <br />Public Works and Community Development staff have been working with LHB & W SB to <br />update the Resiliency chapter. The Planning Commission received a presentation from Public <br />Works staff in November. The presentation looked at what the City has done since the last <br />Comp Plan in regards to sustainability, and what projects are currently in the works. <br />During the second Community Workshop residents commented on the Resiliency Chapter of the <br />Comp Plan. Comments were also received from a few current and former members of the <br />PWETC, as residents of Roseville.
