EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> ROSEVILLE CITY COUNCIL <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br /> of Roseville, County of Ramsey, Minnesota was duly held on the 12th day of February, <br /> 2018, at 6:00 p.m. <br /> The following members were present: Willmus, Etten, McGehee and Mayor Roe and <br /> the following were absent: Laliberte. <br /> MemberWillmus introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 11492 <br /> RESOLUTION RELATING TO THE ROSEVILLE ECONOMIC <br /> DEVELOPMENT AUTHORITY; TRANSFERRING CERTAIN PROJECTS TO <br /> SUCH AUTHORITY; AND APPROVING MATTERS IN CONNECTION <br /> THEREWITH <br /> WHEREAS, pursuant to a resolution adopted by the City Council on November 15, <br /> 2015, the City Council established the Roseville Economic Development <br /> Authority (the "EDA") in accordance with Minnesota Statutes, Sections <br /> 469.90 rough 469.1081, as amended (the"Act"); and <br /> WHEREAS, the Act authorizes the City Council to transfer the control, authority, and <br /> operation of any project (as defined in the Act) located within the City <br /> from the governmental agency or subdivision that established such project <br /> to the EDA; and <br /> WHEREAS, the City has previously established its Development District No. 1 (the <br /> "Development District") and approved a Development Program for the <br /> Development District pursuant to Minnesota Statutes, Sections 469.124 to <br /> 469.133, and has created various tax increment financing districts within <br /> the Development District, of which Tax Increment Financing Districts No. <br /> 17, 17A, 18, and 19 (the "TIF Districts") are currently certified and in <br /> existence as of the date hereof, and <br /> WHEREAS, the City Council has determined to transfer the control, authority, and <br /> operation of the Development District, the TIF Districts, and any tax <br />
