i EXTRACT OF MINUTES OF MEETING OF THE ROSEVILLE CITY COUNCIL Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota was duly held on the 26th day of February, 2018, at 6:00 p.m. The following members were present: McGehee, Laliberte, Etten and Roe. and the following were absent: Willmus. Member Laliberte introduced the following resolution and moved its adoption: RESOLUTION No. 11498 RESOLUTION ADOPTING A MODIFICATION TO THE DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1; AND ESTABLISHING TAX INCREMENT FINANCING DISTRICT NO. 20 -MCGOUGH REDEVELOPMENT THEREIN AND ADOPTING A TAX INCREMENT FINANCING PLAN NOW, THEREFORE, BE IT RESOLVED, that: Section 1. Recitals 1.01. The Council has heretofore established Development District No. 1 (the "Development District") and adopted the Development Program therefor. By resolution adopted February 12, 2018, the Council transferred the control and administration of the Development District to the Roseville Economic Development Authority (the "EDA"), and the EDA has accepted such control and administration by resolution on the date hereof. It has been proposed that the City adopt a Modification to the Development Program for the Development District (the "Development Program Modification"), establish Tax Increment Financing District No. 20 - McGough Redevelopment (the "District") therein, and adopt a Tax Increment Financing Plan (the "TIF Plan") therefor (the Development Program Modification and the TIF Plan are referred to collectively herein as the "Program and Plan"); all pursuant to and in conformity with applicable law, including Minnesota Statutes, Sections 469.090 to 469.1081 and Sections 469.174 to 469.1794, as amended (the "Act"), all as reflected in the Program and Plan, and presented for the Council's consideration. 1.02. The EDA and City have investigated the facts relating to the Program and Plan and have caused the Program and Plan to be prepared.
