Regular City Council Meeting <br /> Monday,December 11, 2017 <br /> Page 10 <br /> formal resolution, with area legislators and legislative committee leadership in the <br /> House and Senate. <br /> Specific to presumptive coverage for firefighters and his attempt to provide addi- <br /> tional research and input from the city's risk management firm, since the city's <br /> workers compensation is self-funded, City Manager Trudgeon advised that he was <br /> unable to do so. <br /> Councilmember Laliberte noted that previous discussion included the city's need <br /> to include the state/regional nature of the OVAL, and asked that it be included in <br /> the bold, title language (page 2) as well as in the comments. Councilmember <br /> Laliberte suggested language in the title such as, "Seek financial support ffer <br /> ] when putting fforth a list of upcoming priority capital <br /> improvement needs for the state and regional] Guidant John Rose Minnesota <br /> 'GV4L[asset]Mi..... <br /> ]through the 2020 State Bonding Bill" <br /> Mayor Roe agreed that language seemed reasonable. <br /> Specific to "Improve Information Property Tax Notice sent by counties," (page <br /> 24) City Manager Trudgeon reported that related to earlier comments tonight re- <br /> garding where the EDA levy showed up on those statements, staff felt it would be <br /> more appropriate and provide a truer picture to designate that levy similar to a <br /> statement about school levies not yet voted upon and subsequent impacts to tax- <br /> payers (second paragraph). Mr. Trudgeon advised that was staff's proposal for <br /> the county and any future reform of those statements. <br /> Specific to those tax statements, additional language revisions were suggested as <br /> follows: <br /> Title Roe/Lalib_ erte <br /> Revise title to read: "Improve Transparency of Information in Property Tax No- <br /> tices Sent by Counties" <br /> Final Statement of Support JRoe) <br /> Revise as follows: "The City of Roseville supports legislation that requires prop- <br /> erty tax notices sent to taxpayers to show [impacts oft voter levies [that may bei <br /> approved after certification of preliminary tax levies." <br /> HRA/EDA Levies (Roe) <br /> After the last bold line, immediately after the first sentence, add additional lan- <br /> guage similar to the following. "...and show city HRA and EDA levies under the <br /> relevant city portion of the statement rather than under"other taxing authorities." <br /> (Laliberte) <br /> Similarly if there is a county HRA/EDA levy not listed elsewhere, that it also be <br /> specified for transparency purposes. <br />
