Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: February 27, 2018 Item No: 6 <br />Item Description: Green Step Cities Policies <br />Background: <br />Minnesota GreenStep Cities is a voluntary challenge, assistance and recognition program to help <br />cities achieve their sustainability and quality -of -life goals. This free continuous improvement <br />program, managed by a public-private partnership, is based upon 29 best practices. Each best <br />practice can be implemented by completing one or more actions at a 1, 2 or 3 -star level, from a <br />list of four to eight actions. These actions are tailored to all Minnesota cities, focus on cost <br />savings and energy use reduction, and encourage civic innovation. <br />Currently Roseville is a Step 2 city, of a possible five. To advance to the next level, the City will <br />need to complete these actions: <br />• 11.1 — Adopt a Complete Streets policy <br />• 15.1 —Adopt a sustainable purchasing policy <br />• 24.1 —Create a committee or green team <br />• 24.2 — Organize goals and outcome measures and report to community <br />• 29.0 —Prepare to maintain public health and safety during extreme weather and climate <br />change -related events (Coordinate with Ramsey County on integrating Hazard <br />Mitigation Plan and Emergency Operations Plan into city emergency procedures) <br />Staff reviewed policies from other Green Step Cities, and have drafted language to meet the <br />above requirements with the exception of a sustainable purchasing policy which will be <br />presented at a later date. <br />Recommended Action: <br />Receive information and provide feedback to staff. <br />Attachments: <br />A. 11.1 — Draft Complete Streets policy <br />B. 24.1 & 24.2 — Committee/green team & Organize goals and outcome measures and report <br />to community memo and template <br />C. 29.0 —Community Resilience memo <br />
