Receive Recommendations from Human Rights, Inclusion and Engagement <br /> Commission regarding City Proclamation and Park Planning <br /> Assistant City Manager Olson introduced members of the HRIEC, noting the <br /> Commission has been reviewing the City's Proclamation policy and has devel- <br /> oped some recommendations based upon that review. They have also attended <br /> some of the park planning outreach efforts and have made some recommendations <br /> based on upon those events as well. <br /> Councilmember Etten arrived and took his place at the dais at approximately 7:00 p.m. <br /> HRIEC Chair Chelsea Holub and Vice-Chair Nicole Dailey were welcomed by <br /> the Council. <br /> Ms. Dailey noted the impetus to study the City's Proclamations came about as a <br /> result of the comments from two concerned citizens. First, the HRIEC recom- <br /> mends review of the proclamations themselves; the HRIEC volunteers themselves <br /> for that task. Second, they recommend raising awareness amongst residents. <br /> Third, they suggest a pilot program that goes along with the Proclamation and <br /> demonstrates the importance of the Proclamation, such as proving the City is <br /> committed to improving equity. Fourth, they recommend an LGBTQ and/or dis- <br /> ability awareness month. Congress recognizes national disability employment <br /> and also developmental disabilities, and those are narrow categories that could be <br /> expanded. <br /> Mayor Roe stated all the recommendations make sense. <br /> Councilmember McGehee concurred. She would like the proclamations to be <br /> more robust and community centered. She asked whether it is okay to do LGBTQ <br /> with the June event that is already listed on the sheet. She also concurred the dis- <br /> ability parameters should not be so narrow. <br /> Mayor Roe suggested an initial form of research might be reviewing the list of <br /> Congressionally recognized months. As many Councilmembers may note, there <br /> are a number of advocacy groups who ask the City Council to pass Proclamations <br /> about various things. That is part of the reason for the Council's existing policy, <br /> to help vet the many requests. Perhaps those advocacy groups are a good re- <br /> source. There are dozens of different diseases that the City gets requests for, but <br /> the City is trying to find those things that have a lot of relevance to people in the <br /> community. He encouraged the Commission to look for some broader disability <br /> groups that the commission can use as resources. <br /> Councilmember Etten concurred the City should look for more ways to make the <br /> Proclamations impactful. He asked if the Proclamations are already in the news- <br /> letter roundup. <br />
