What are they? <br />Fees that cities areallowed to charge fornew <br />161 <br />o <br />development (private housing or commercial buildings). New <br />162 <br />construction buys into an established park system. The <br />163 <br />construction has an added impact on the system so the dedication <br />164 <br />fees allow them to pay their share. The funds are unpredictable and <br />165 <br />depend upon the amount of construction in a given year. Park <br />166 <br />Dedication funds serve to assistwith the funding of park <br />167 <br />improvements, land acquisition, and address the impact of new <br />168 <br />development/redevelopment within the city.Park Dedication can <br />169 <br />be satisfied by land, cash, or a combination of the twobased on the <br />170 <br />Parks and Recreation Commission recommendation to City <br />171 <br />Counsel. There is a set formula for assessing the amount of land <br />172 <br />or cash required for a given project. <br />173 <br />Why is itimportant? (URL) <br />176 <br />o <br />177 <br />Enterprise Fund <br />178 <br />What is it? <br />179 <br />o <br />City funding functions are categorized in two ways Enterprise and <br />180 <br />Governmental. <br />181 <br />Enterprise Fund: <br />City business functions that we expect to be <br />182 <br />supported by the fees they bring in are classified as enterprise <br />183 <br />funded. The water and sewer utility services fall under this model <br />184 <br />as does Cedarholm Golf Course. Cedarholm is doing exceptionally <br />185 <br />well compared to other municipal golf courses around the region <br />186 <br />but eventually may need to take the same path as the Skating <br />187 <br />Center and require financial support other than fees and charges. <br />188 <br />Enterprise fund operations are modeled like the private sector. <br />189 <br />Governmental functions <br />are funded by other revenue streams <br />190 <br />such as property taxes and bonding. Most of the parks and <br />191 <br />recreation system isclassified as governmental. The skating center <br />192 <br />is one such operation.
