N.Temporary On-sale License In Central Park: Upon payment of the fee and submission of a <br />completed application form, the City Manager is authorized to approve a temporary On- sale <br />license for the sale and distribution of non-intoxicating malt liquor to a club, <br />charitable, <br />religiousor other nonprofit organization in existence at least three years, for such sale and <br />distribution in Central Park only for a time not to exceed three consecutive days,providedthe <br />followingconditionsaremet: <br />1. <br />Insurance: Proof of liquor liability insurance in an amount equal to and in the form required <br />bysubsection302.03CofthisChapterisfiledwiththeapplication. <br />2. <br />Security Plan: A security plan, approved by the Chief of Police, is filed along with the application. <br />3. <br />HoursofSale: In addition to the limitation on hours found elsewhere in this Code, the hoursof <br />saleshallbeonlyduringthetimethatCentralParkisopentothepublic.Sales and distribution <br />shall be located only in a shelter building or a temporary shelter, such asa tent, approved by the <br />CityManager. <br />In the event the City Manager denies the application, for any reason, the applicant may appealthe <br />decisionoftheCityManagertotheCityCouncil.(Ord.1102, 9-23-1991) <br />O.Intoxicating Liquors at events at the Roseville Skating Center and Cedarholm Community <br />Building and Golf Course: Intoxicating liquor may be sold within controlled areasattheRoseville <br />SkatingCenterand CedarholmCommunityBuildingandGolf Course only under the following <br />conditions: <br />1.The intoxicating liquor may only be sold by the holder of a retail on-sale intoxicating liquor <br />licenseissuedbytheCityorbyanadjacentmunicipality. <br />2.The licensee must be engaged to dispense intoxicating liquor atan event held by a person or <br />organization permitted to use the Roseville Skating Center and Cedarholm Community Building <br />and Golf Course for such event, and may dispense intoxicating liquor only to persons attending <br />theevent. <br />3.The licensee must deliver to the City a certificate of insurance providing liquor liability coverage <br />satisfactory to the City, naming the City of Roseville, to the full extent of statutory <br />coverage,asanadditionalnamedinsured. <br />4.All other rules and regulations established by the City relating to the sale or dispensing of <br />intoxicating liquor at the Roseville Skating Center and Cedarholm Community Building <br />and Golf Courseare compliedwith.
