Councilmember-Initiated Future Agenda Items and Future Agenda Review <br /> Willmus moved, McGehee seconded, adjourning the City Council meeting at approxi- <br /> mately 8:53pm and convening as the Board of Adjustments and Appeals. <br /> Roll Call <br /> Ayes: McGehee, Willmus, Laliberte, Etten, and Roe <br /> Nays: None. <br /> Board of Adjustments and Appeals for the City of Roseville <br /> Chair Roe reiterated the procedure as noted by City Attorney Gaughan in considering the <br /> appeal of administrative action regarding the denial of a building permit application at <br /> 2955 Centre Pointe Drive, the findings supporting its denial, and the appeal, to determine <br /> whether the denial was properly ruled or whether the denial should be reversed. <br /> Roseville City staff was represented by City Planner Thomas Paschke. <br /> As detailed in the Request for Council Action (RCA) dated February 26, 2018, Mr. <br /> Paschke advised the background of the denial of the building permit application. He not- <br /> ed the appeal was made of behalf of University of Northwestern— St. Paul and was for a <br /> building permit for offices and an engineering and science center. The property is in the <br /> Centre Pointe Business Park, which is regulated by PUD #1177. The Community Devel- <br /> opment Department became involved for this use on April 14, 2017. <br /> Mr. Paschke continued that the staff report includes a chronology of all the times the City <br /> provided information to the University of Northwestern and their affiliates related to the <br /> proposed project. Also included in the staff report is a chronology that speaks to a pro- <br /> posed amendment to the PUD to support the college-based use. <br /> Mr. Paschke pointed out the information related to the permits and specifically the permit <br /> provided on January 22, 2018, which was denied by the planning division and is now be- <br /> ing appealed. He pointed out the administrative appeal, Attachment K. He also pointed <br />
