He stated it <br /> is always good to have context in any version of the Comp Plan, but brevity is <br /> helpful and it is unnecessary to cite treaties and legal documents. <br /> Councilmember Etten noted the document from 1849 would show someone who <br /> may not understand that there once was a time when covenants disallowed non- <br /> Caucasians the ability to buy land. A shortened version of the paragraph on page <br /> 7 might provide framework around equity. <br /> Councilmember Willmus suggested that as the Comp Plan is a forward-looking <br /> document,brevity would be a benefit. <br /> Councilmember McGehee pointed out a few typos and graphics/color errors. She <br /> brought up the "lens of race" on chapter 3, page 13, which was supposed to be re- <br /> ferred to as the "lens of equity." She suggested using the word "lens" consistently <br /> while reiterating that she was not partial to the"lens" image. She also pointed out <br /> some inconsistency in the future on the forecast charts. <br /> Mayor Roe suggested any typographical and formatting errors be sent to the con- <br /> sulting staff via email, to expedite the meeting. <br /> Councilmember Willmus noted the Met Council has demonstrated in the past that <br /> their projections fall short. The historical population of Roseville has been in- <br /> credibly consistent over the years and he does not see that changing significantly, <br /> especially to the level that the Met Council is predicting. <br /> Chapter 4 <br /> Ms. Perdu noted changes have been made to the land use map, as directed by the <br /> Council. <br /> Councilmember Willmus asked for a review of the identified parcels to be sure <br /> they are properly identified. <br /> Mayor Roe noted that is a constant challenge because there are so many parcels. <br /> The Council asked for an explanation of CPTED. <br /> Mr. Lloyd noted that this was an attempt to address the concept of CPTED, Crime <br /> Prevention Through Environmental Design. Specifically, that approach pays at- <br /> tention to landscape design, urban design, enhancing traffic safety and pedestrian <br /> safety, and preserving property without opportunities of graffiti. <br />
