Human Rights, Inclusion and Engagement Commission Minutes <br /> March 21, 2018 —Draft Minutes <br /> Page 12 of 17 <br /> 491 Chair Holub commented the proclamation does not seem very contemporary. They need <br /> 492 to acknowledge past housing practices and address affordable housing. She feels more <br /> 493 work may need to be done on this. <br /> 494 <br /> 495 Commissioner Carey stated this is an important proclamation because these issues are <br /> 496 part of Roseville's recent history. Some groups are currently having unfair housing <br /> 497 treatment. <br /> 498 <br /> 499 The Commission agreed to keep it on the list of proclamations and reassign it to a new <br /> 500 Commissioner. <br /> 501 <br /> 502 9. Older Americans Month—Commissioner Manke noted there will be a few changes but <br /> 503 would like to take a closer look at it. She inquired if it was a City or national <br /> 504 proclamation. <br /> 505 <br /> 506 Ms. Olson stated she thinks it came from somewhere other than the City because it refers <br /> 507 to a theme of"Get into the Act". <br /> 508 <br /> 509 10. Race Equality Week—Chair Holub reported this proclamation is very outdated and <br /> 510 unnecessarily broad. They have proclamations related to more specific racial groups and <br /> 511 this may not be needed. She found that the United Nations has an International Day for <br /> 512 the Elimination of Racial Discrimination, which seems more contemporary and fitting. <br /> 513 <br /> 514 Commissioner Carey noted having one day to eliminate disparities sounds more <br /> 515 appropriate and powerful than a week to promote equality. She inquired if this was a <br /> 516 band aid to cover groups that did not have a specific focus. <br /> 517 <br /> 518 Commissioner Peterson agreed with Commissioner Carey. <br /> 519 <br /> 520 Ms. Olson suggested they tie this into the GARE Equity Narrative which talks about how <br /> 521 City staff will promote racial equality in their processes and procedures. It could be a <br /> 522 one-time proclamation or ongoing. <br /> 523 <br /> 524 The Commission agreed with Ms. Olson's idea and commented it is good to tie it back to <br /> 525 the City's current efforts. <br /> 526 <br /> 527 11. Native American Month- Chair Holub reported she spoke with coworkers about this <br /> 528 proclamation. National Native American month is proclaimed by Congress, but nothing <br /> 529 is done for it in the Twin Cities. The community celebrates American Indian Month in <br /> 530 May and Indigenous People Day in October. She suggested the City consider either or <br /> 531 both celebrations as an alternative to Native American Month. This will honor the local <br /> 532 community more and Indigenous People Day is one that has been fought for. She <br /> 533 explained that American Indian Month is a community celebration and the Indigenous <br /> 534 People Day is about activism and commemoration. <br /> 535 <br />
