35 <br />36 Member Seigler inquired if five water main breaks are a lot. <br />37 <br />38 Public Works Director Culver responded they usually get a lot in late <br />39 November/early December, and quite a few in February and March. They average <br />40 about 30 water main breaks each year, and most are in the winter months. <br />41 <br />42 Member Trainor referred to the Villa Park project and inquired about the alternate <br />43 routing under County Road B. <br />44 <br />45 Mr. Freihammer responded there may be some short-term closures during off-peak <br />46 hours to install the pipe, and then they will patch over it. <br />47 <br />48 Mr. Culver stated Neel has started retro fitting the lights with LED lights in the <br />49 Lexington/Roselawn area <br />50 <br />51 Chair Cihacek inquired about the repairs and upgrades on the City Hall campus. <br />52 <br />53 Mr. Culver responded they will be refurbishing the elevator in City Hall and there <br />54 are some areas that will get new furniture. All of the interior lighting is LED and <br />55 they will be upgrading other areas in City Hall and the maintenance facility. <br />56 <br />57 Member Seigler inquired about the Cedar Home Community Building. <br />58 <br />59 Mr. Culver stated it will serve the role as a clubhouse as well as a small banquet <br />60 facility which can hold 150 people. He also announced the draft 2040 <br />61 Comprehensive Plan is posted on the website, and feedback is due by Friday, March <br />62 16. <br />63 <br />64 5. Utility Rate Discussion <br />65 Mr. Freihammer reported they had previously discussed revising the water rate <br />66 structure of the City. The current structure includes two tiers: under 30,000 <br />67 gallons/quarter and over 30,000/quarter. He provided slides with comparison <br />68 graphs. Edina's tier structure has zero to 26,000 gallons, 26,000 to 49,0000, and <br />69 then over 49,000. St. Louis Park is similar to Roseville's, and they have a higher <br />70 third tier. <br />71 <br />72 Chair Cihacek inquired how they determine what is for irrigation purposes versus <br />73 other uses. <br />74 <br />75 Mr. Freihammer stated St. Louis Park most likely has a separate irrigation meter <br />76 for commercial properties.
