445 Chair Cihacek stated he would be interested to see a subscriber agreement and other <br />446 information that considers risk factors, what the City needs to do to mitigate the <br />447 risk, how it impacts the financial payout, and other scenarios with both leased and <br />448 non -leased options. They could then have the City Attorney look at it and consider <br />449 a revised option to adjust for risk. <br />450 <br />451 Member Seigler inquired if the City's flat roofs would be considered small, <br />452 medium, or large, and if large would be the most efficient. <br />453 <br />454 Mr. Weir responded the City's roofs are considered medium and a large roof is the <br />455 most efficient. Typically, a high school's roof is large and can handle 1 megawatt. <br />456 <br />457 Chair Cihacek noted the leases correlate with the rate size. If they reduce the rate <br />458 size by 10 percent, the lease payment decreases. He also requested a scenario of <br />459 five to 10 percent less than what is designed so they have the capacity to move <br />460 panels. <br />461 <br />462 Mr. Weir agreed that 10 percent less than the currently designed scenario would be <br />463 appropriate. <br />464 <br />465 Member Misra stated she would also like to know what other rooftops have <br />466 encountered in terms of liability and other issues. <br />467 <br />468 Mr. Culver commented Maplewood has existing rooftop panels and just went <br />469 through an analysis. He will reach out to them for additional feedback. <br />470 N <br />471 Mr. Weir agreed to collect the information requested. <br />472 <br />473 Member Misra inquired if they use the same type of panel regardless of climate. <br />474 <br />475 Mr. Weir commented it is the same panel. After 10 to 15 years, the inverters need <br />476 replacement. Other than that, not much typically goes wrong. They can withstand <br />477 a 100 mile per hour hailstorm. <br />478 <br />479 7. Ordinance Updates <br />480 Chair Cihacek requested a report on the changes made from last month to this <br />481 month on the ordinance updates. <br />482 <br />483 Chapter 405 — Noise Control. <br />484 Mr. Freihammer reported the change to this ordinance included an exemption for <br />485 City -led projects. The City Council had some concerns regarding whether this <br />486 should be included in the policy or the ordinance. Staff decided to take the entire <br />487 policy and include it in the ordinance and put atwo-day exemption limit on projects. <br />488 The ordinance also defines sewer lining projects, water main or valve work, and <br />489 high traffic areas. <br />490 <br />Page 11 of 16 <br />
