536 <br />Member Trainor commented on the restriction with discharging waste temperatures <br />537 <br />greater than 140 degrees and inquired how hot a typical commercial dishwashing <br />538 <br />unit runs. <br />539 <br />540 <br />Mr. Culver stated he believes it is 160 degrees for sanitizing. <br />541 <br />542 <br />Member Trainor noted the scope of changes are significant and it would be good to <br />543 <br />poll a couple of the affected users for feedback. <br />544 <br />545 <br />Chair Cihacek agreed that stakeholder feedback would be good and requested they <br />546 <br />obtain this prior to bringing it to the Council. <br />547 <br />548 <br />Chapter 803 — Storm Water Drainage. <br />549 <br />Mr. Freihammer reported they now included the grading ordinance as part of this <br />550 <br />and will also include Stormwater Facility Management and Maintenance. The <br />551 <br />grading ordinance would be removed from the zoning code. This will simplify the <br />552 <br />ordinance by including it in one area and it will become part of the erosion control <br />553 <br />permit. With the stormwater facility, they are talking about private BMPs and what <br />554 <br />property owners are required to do. The frequency of inspections was reduced from <br />555 <br />monthly to quarterly, and they did not require the records to be submitted annually. <br />556 <br />557 <br />Chair Cihacek referred to Section 803.05, item A(1)(a)(i) and inquired if the phrase <br />558 <br />"when granted by the community" is standard language or if it should read "when <br />559 <br />granted by the City." <br />560 <br />561 <br />Mr. Freihammer responded he will change it to "when granted by the City." <br />562 <br />563 <br />Chair Cihacek referred to Section 803.05, item A(1)(b)(ii) and inquired about <br />564 <br />"qualified individual [LS2]." <br />565 <br />566 <br />Mr. Freihammer responded the [LS2] is a comment made by staff. They did not <br />567 <br />want to define what determines who is a qualified individual. It was left subjective <br />568 <br />and staff would be determining if a person is qualified to sign off on it. It could <br />569 <br />create a potential issue and they could try to define who that is. <br />570 <br />571 <br />Chair Cihacek stated they may not have to define it if they include a remedy to the <br />572 <br />process if there is a dispute as to whether a person is qualified or not. This could <br />573 <br />be through an appeal process or preapproval process. <br />574 <br />575 <br />Mr. Freihammer commented anyone with experience in dealing with stormwater <br />576 <br />BMPs would be qualified. They also have checklists and inspection forms they can <br />577 <br />share with businesses and property owners. <br />578 <br />579 <br />Member Trainor inquired if this would be addressed in the required maintenance <br />580 <br />plan.
