Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: April 24, 2018 <br />Item Description: Tiered Water Rate Analysis <br />Item No: 7 <br />Background: <br />At two of the recent Commission meetings, staff and the Commission discussed water rates and <br />if the tiered structure should change in any way. The majority of the discussion has been whether <br />the top -tiered rate should increase or if the threshold (30,000 gallons per quarter) should change. <br />Attachment D contains the meeting minutes from previous Commission discussions on the topic. <br />The current rate structure for water billing is as follows: <br />2018 Residential Utility Rates <br />Water 55.80 2.25 2.50 2.70 <br />Sewer 37.55 2.25 2.25 2.25 <br />*per quarter standard service charge <br />**Summer consists of June, July, August <br />***Consumption fee is billed per thousand gallons <br />Staff worked with the Finance department to provide additional information on water <br />consumption. In addition to the 2013-215 data provided at previous meetings, the data now <br />covers all of 2016 and 2017. Additionally the breakdown of individual use amounts is split into <br />additional segments. The data was broken out by winter use and summer use showing the <br />changes in use between seasons related to irrigation. <br />Additionally staff has provided the overall City water consumption since 2003 in Attachment B. <br />This data shows the water the City gets directly from St Paul Regional Water System (SPRWS). <br />Approximately 20% of this water is passed through to Arden Hills. This data shows that the ten- <br />year trend is a 1.5% annual reduction in overall water use for Roseville and Arden Hills. <br />The Commission requested additional information on the water infrastructure.
