City Campus Solar Discussion <br />141 Mr. Culver reported they have two different solar options to present. He began by <br />142 highlighting a new program called Solar Possible, which provides collaborative <br />143 solar purchasing for State agencies, local governments, and schools. <br />144 <br />145 Chair Cihacek stated this program is similar to a previous initiative that Roseville <br />146 participated in with the Metropolitan Council. <br />147 <br />148 Mr. Culver agreed and stated this is a joint effort between Clean Energy Resource <br />149 Teams (CERTs), Great Plains Institute (GPI), and the Minnesota Department of <br />150 Administration, Office of Enterprise Sustainability (OES). Agencies can express <br />151 interest, but it is not binding. With the previous initiative through the Metropolitan <br />152 Council, the City submitted a letter of interest and received the proposals, but then <br />153 decided they were not going to participate due to some risk elements. <br />154 F <br />155 Chair Cihacek stated 31 communities have contracted, but not everyone got the <br />156 offer they would have liked. This new program works the same and after <br />157 submitting the requested information, they can determine if they want to proceed. <br />158 <br />159 Mr. Culver reported this collaborative procurement will reduce staff time, provide <br />160 structured technical assistance and education, and deliver better pricing for <br />161 equipment and financing with more competitive contract terms. However, better <br />162 pricing is not guaranteed, there is also less ability for customization and individual <br />163 control, and they may not move as fast as a single actor. Solar Possible is for the <br />164 installation of solar panels at individual sites. OES helps State government to <br />165 achieve sustainability goals. The request for proposal (RFP) gives the City better <br />166 competition and transparency, and it is it streamlined. The goal is to prequalify <br />167 vendors through the RFP process and set price ceilings. Roseville is in the Xcel <br />168 service territory and the RFP will coverthe followingthree conceptual installations: <br />169 ground mount; low sloped roof, and, pitched roof.
