USCIS may not use: <br /> • Religious facilities (for example, space in or connected to a place of worship); <br /> • Facilities of an organization that practices immigration law; <br /> • Facilities of an organization that is active in immigration legislation or political advocacy; <br /> • Facilities of an organization that represents petitioners and applicants before DHS; <br /> • Facilities where USCIS personnel cannot protect secure documents; or <br /> • Facilities that may compromise the importance, dignity, and solemnity of the occasion. <br /> USCIS employees must not solicit a gift(including use of facilities to hold an administrative naturalization <br /> ceremony)from any non-federal entity. However, USCIS may accept an unsolicited gift with the concurrence of <br /> the USCIS Field Operations Associate Director, the USCIS Office of Chief Counsel's Ethics Division, and <br /> approval of the USCIS Director. <br /> In addition, USCIS must not use a donated facility from a prohibited source to include: <br /> • Persons or organizations seeking official action by USCIS; f351 <br /> • Persons or organizations doing business or seeking to do business with USCIS; <br /> • Persons or organizations regulated by USCIS or DHS; or <br /> • Persons or organizations with interests that may substantially affect the performance or nonperformance <br /> of the official duties of USCIS or USCIS employees. <br /> 1.Submission of Offer <br /> The donor must submit all required documents to the Field Operations Directorate at least 4 weeks in advance of <br /> the ceremony date to guarantee timely processing. The donor must include the following documents in the gift <br /> offer request: <br /> • An invitation letter(preferably on the organization's letterhead); <br /> • A completed Offer of Gift from Non-Governmental Sources (Form G-1194). <br /> In addition to the donor's submission, an officer must submit the following documents for approval: <br /> • Gift offer memorandum (memo to the USCIS Director from the Field Operations Associate Director, and <br /> including the requesting USCIS Region, District, and Field Office); and <br /> • DHS, Gift Donation Form (Form 112-02-001). <br />
