Item 7a. City Proclamations Background At the September 20, 2017 Human Rights, Inclusion and Engagement Commission meeting, commissioners asked staff to place a discussion on the October meeting regarding City Proclamations. The Commission tabled this discussion due to the late nature of the October meeting and asked that it be brought back for discussion. Attached are a list of the proclamations from 2016 and 2017 that the City has passed. Proclamations are ceremonial documents signed by the Mayor and typically issued for public awareness, arts and cultural celebrations, and special honors. Although the City does not have a formal policy, typically proclamations will not be issued for matters of political controversy, ideological or religious beliefs, or individual convictions. Proclamation requests for events or organizations with no connection to the City of Roseville or its residents, or for campaigns or events contrary to City policies are not granted. January Martin Luther King Jr. Day Optimist Day February Black History Month March Women's History Month April Arbor Day May Police Officer's Memorial Day National Police Week Asian-American and Pacific Islander Heritage Month July Parks and Recreation Month September Golden K Kiwanis Peanut Day Constitution Week Hispanic Heritage Month November National Native American Heritage Month Since the last meeting, staff has learned that the city has a policy regarding accepting proclamation requests adopted in 2010.The policy outlines criterial that guide staff when considering a request.As part of this, it has been past practice that Roseville recognizes cultural heritage months officially recognized by the U.S. Congress, in addition to other special days/events.
