She suggested that the City <br /> could hire students to distribute the flyers. The City could also do a mailing to the <br /> housing complex with translated flyers. She noted that pastors could have dis- <br /> tributed flyers to their church members. <br /> Ms. Sanders concluded that she does not accept that this route is the best that can <br /> be done, given the resources available. If service is duplicated for ones who al- <br /> ready have service and those who need it are left out, this is not a good start. She <br /> noted the Karen are moving out of these apartments to St. Paul and Maplewood, <br /> and the Poly-Bhutanese people have filled the apartments in their place. <br /> Pastor Dana Nelson, Galilee Lutheran Church,Roseville <br /> Pastor Nelson noted she spends most of her life in Galilee Lutheran Church and <br /> around the surrounding community. Five congregations worship at her church lo- <br /> cation, and it is walkable from their apartments. There is a lot of need on Rice <br /> Street for transportation. People spend hours trying to get places. She thanked <br /> the City Council for considering this bus loop, in collaboration with NewTrax and <br /> CHAT, as the need is great. <br /> Janet McNalley,Deacon at St. Christopher's Episcopal Church,Roseville <br /> Ms. McNalley stated this kind of bus transportation will be incredible and is <br /> needed. The question is why the original bus route, which incorporated the SE <br /> area of Roseville, and includes a high concentration of non-English speaking <br /> folks, was ultimately left out of the route. For the time being, this vital service is <br /> being denied to people who need it the most. These people need transportation to <br /> a satellite office of a food shelf; they could take advantage of ESL classes at Fair- <br /> view; they need socialization and need to practice their English. She stated that <br /> the Council seems to be unaware of the proposed changes to the route, and she <br /> suggested therefore that the Council should revisit the route and include the SE <br /> loop. She concluded by saying that this is a wonderful project and she would like <br /> it to help the people who need it the most. <br /> Etienne Djevi, 851 Sextant Avenue West,HRIEC member <br /> Mr. Djevi asked about the plan of leaving SE Roseville out of this loop. The cur- <br /> rent proposal intentionally or unintentionally leaves people out of a service that is <br /> critical for them. He recalled that a few years ago, as a new immigrant, he took <br /> buses to adult daycare centers in order to learn English. He knows how critical <br /> that was for him when he was a new immigrant. He asked the Council to take that <br /> into account when trying to serve the people of SE Roseville. He knows the con- <br /> cept of inclusion is important to the Council. Leaving this area un-serviced for a <br /> critical service makes them feel they are not welcome and being pushed out of the <br /> City. He also noted that the HRIEC could have been called on to help engage <br /> folks in this area. He asked the Council to look into this proposal. <br /> Diane Hilden,466 Bayview Drive,Roseville <br />
