City Council Work Session Meeting
Monday,April 16, 2018
Page 13
Councilmember Laliberte stated the vestibules are important, to protect folks from
the cold air. She believes some of the finishes can be scaled back, and that a
modular approach is a good way to proceed. She believes the amount can be less
than the original proposal. It can also start with fewer chairs.
Councilmember Willmus asked if just one vestibule can be constructed indoors, to
separate passports from licenses.
Ms. Ryan indicated that part of the role of the vestibules is forcing people to go
where staff wants them to go.
Councilmember Willmus suggested that a lot of money will be saved by looking
at one vestibule. He also suggested that it is vital that when the project goes out
for bids, there is a broader conversation with contractors as to how the staging of
the construction will happen. The City will be doing a build-out and demolition
while continuing operations.
Councilmember Etten noted there are currently eight work stations, and the re-
vised plan has nine, and it includes a handicap-accessible desk. He agreed with
the modular idea, but this might be the right amount of work stations. He con-
curred with the approximate $500,000 target price.
Mayor Roe stated an LCD TV is not that expensive, but the soffits, custom cabi-
netry and framing are expensive. It is important to have signage that is clear for
the customers.
Councilmember Laliberte stated she is supportive of digital signage, to eliminate
the paper signs taped up everywhere.
Councilmember Willmus stated he would be more comfortable with the original
dollar amounts of$400,000 - $450,000.
City Manager Trudgeon responded this has been a helpful discussion. Staff will
get back with the architects and return to the Council hopefully soon.
8. Approve Minutes
9. Approve Consent Agenda
At the request of Mayor Roe, City Manager Trudgeon briefly reviewed those items being
considered under the Consent Agenda; and as detailed in specific Requests for Council
Action (RCA) dated April 16, 2018 and related attachments.
a. Approve General Purchases or Sale of Surplus Items Exceeding$5,000
