City Council Work Session Meeting <br /> Monday, April 16, 2018 <br /> Page 6 <br /> Councilmember Laliberte suggested that if there is a recommendation for a differ- <br /> ent tool and different method, there is still time to have a discussion about it. <br /> Mayor Roe noted there was a series of community Town Hall meetings about the <br /> budget in the mid-2000s which did not garner a tremendous attendance, despite <br /> how enticing the topic is. <br /> Councilmember Willmus suggested there might be a better way to utilize that <br /> $3,300 in printing costs. <br /> City Manager Trudgeon noted the next time the Council will talk about anything <br /> budget-related is June 18th, so some of these details will need to be wrapped up by <br /> that time. <br /> Councilmember Laliberte asked about the cash-carry forward situation. <br /> City Manager noted the audit presentation will be at the first Council meeting in <br /> June. <br /> Mayor Roe suggested the cash-carry forward topic can be included in that same <br /> meeting. <br /> Councilmember Willmus commented that the Council talk in terms of what the <br /> tax change is over the preceding year. It is important to have that conversation <br /> about increase or decrease over the prior year. There are a number of taxpayers in <br /> Roseville who do not own a home, so they need to receive accurate information as <br /> well. <br /> Mayor Roe suggested the staff include graphics rather than just tables. <br /> Councilmember McGehee also expressed support for the graphics. <br /> b. Discussion on the 2019 Budget Organizational Priorities <br /> City Manager Trudgeon briefly highlighted this item as detailed in the RCA and <br /> related attachment dated April 16, 2018. Staff initiated the 2019 Budget process <br /> by conducting an exercise that identified priorities on an organizational-wide lev- <br /> el. This exercise was also conducted two years ago. The priorities for 2019 were <br /> then grouped into five categories: <br /> • Enhance Service Delivery <br /> • Prioritize Human Capital <br /> • Invest in Infrastructure <br /> • Ensure Safe and Secure People and Places <br /> • Community Revitalization <br />
