City of Roseville <br /> ORDINANCE NO. 1550 <br /> AN ORDINANCE AMENDING TITLE 8,CHAPTER 803, SECTION 803.04 ADDING GRADING <br /> TO EROSION CONTROL AND SEDIMENTATION CONTROL AND 803.05 ESTABLISHING <br /> AN ORDINANCE REGULATING STORMWATER BEST MANAGEMENT PRACTICE <br /> MAINTENANCE <br /> THE CITY OF ROSEVILLE ORDAINS: <br /> SECTION 1.Purpose: The Roseville City Code is hereby amended to modify/clarify specific <br /> requirements within the Roseville City Code,Title 8,Chapter 803, Section 803.04 is hereby amended to <br /> include Grading and Section 803.05 is hereby added establishing an ordinance regulating stormwater best <br /> management practice maintenance within the City of Roseville,MN. <br /> SECTION 2. Section 803.04 and 803.05 are hereby amended as follows: <br /> 803.04: GRADING.,-EROSION AND SEDIMENTATION CONTOL: <br /> A. Purpose: The purpose of this article is to regulate grading and to control or eliminate soil <br /> erosion and sedimentation resulting from construction activity within the City. This article <br /> Section establishes standards and specifications for grading practices which protects drainage, <br /> conservation practices and planning activities that which minimize soil erosion and <br /> sedimentation. <br /> B. Scope: Except as exempted by the definition of the term"land disturbance activity"in Section <br /> 803.004.-C.7, any person, entity, state agency, or political subdivision thereof proposing land <br /> disturbance activity within the City shall apply to the City for the approval of the grading, <br /> erosion and sediment control plan. No land shall be disturbed until the plan is approved by the <br /> City and conforms to the standards set forth in this article. <br /> C. Definitions: The following words, terms and phrases, when used in this article, shall have the <br /> meanings ascribed to them in this section, except where the context clearly indicates a <br /> different meaning: <br /> 1. Best Management Practice(BMP): Erosion and sediment control and water quality <br /> management practices that are the most effective and practicable means of controlling, <br /> preventing, and minimizing the degradation of surface water, including construction-phasing, <br /> minimizing the length of time soil areas are exposed, prohibitions, and other management <br /> practices published by state or designated <br /> area-wide planning agencies. <br /> 2. Certificate of Completion: the certificate issued after the final inspection of the site has <br /> been completed, temporary erosion control has been removed and the site has been fully <br /> restored. <br /> 3. City of Roseville Erosion Control Specifications: practices described in,but not <br /> limited to, the following manuals: <br /> a. Minnesota Stormwater Manual <br /> Minnesota DOT Erosion Control Manual <br /> 197c. Minnesota Pollution Control Agency's "Protecting Water Quality inUrban <br /> Areas"handboo ' . -. - . : . . - •: . •: _.:•.. -- - . . ... <br /> 4. Erosion: any process that wears away the surface of the land by the action of water,wind, <br /> ice, or gravity. Erosion can be accelerated by the activities of man and nature. <br /> 5. Erosion and sediment control plan: a document containing the requirements of Section <br /> 803.04 D that, when implemented, will prevent or minimize soil erosion on a parcel of land <br /> and off-site sediment damages. <br /> 6. Erosion and sediment control practice specifications and erosion and sediment control <br /> practices: the management procedures, techniques, and methods to control soil erosion and <br /> sedimentation as officially adopted by the City. <br />
