REQUEST FOR COUNCIL ACTION <br /> Date: 01/11/16 <br /> Item No.: 8.d <br />Department Approval City Manager Approval <br />Item Description: Consider Approving IT Shared Service Agreement with the Coon Creek <br />Watershed District <br />1 <br />B <br />ACKGROUND <br />2 <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />3 <br />agreements (JPA) or Shared Services Agreements for the joint exercise of powers that are common to each <br />4 <br />entity. Over the past several months, the Coon Creek Watershed District (CCWD) and the City of Roseville <br />5 <br />have held on-going discussions in regards to the sharing of IT support services. Specifically, for the support <br />6 <br />of computers and other network devices. <br />7 <br />8 <br />The CCWD comprises areas within south-central Anoka County including portions of the cities of <br />9 <br />Andover, Blaine, Columbus, Coon Rapids, Fridley, Ham Lake, and Spring Lake Park. <br />10 <br />11 <br />The City of Roseville currently employs 17 full-time employees to administer the information systems for <br />12 <br />the City of Roseville and 38 other municipal and governmental agencies. The proposed Agreement with the <br />13 <br />CCWD is similar to the other agreements in both structure and substance. <br />14 <br />15 <br />The attached Agreement has been approved by the CCWD and is awaiting approval from the Roseville City <br />16 <br />Council. Similar to other watershed districts, the services provided to CCWD feature inexpensive support <br />17 <br />activities for a handful of office computers that reside in an office location within existing geographic <br />18 <br />boundaries that we’re already supporting. <br />19 <br />PO <br />OLICYBJECTIVE <br />20 <br />Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />21 <br />previous visioning and goal-setting processes. <br />22 <br />FI <br />INANCIALMPACTS <br />23 <br />The proposed Agreement provides non-tax revenues to support City operations. The hourly rates charged <br />24 <br />to other cities or entities are more than the cost of a City employee; yet substantially lower than could be <br />25 <br />obtained from private companies – hence the value to other cities is greater. For 2016, it is projected that <br />26 <br />the services provided to CCWD will include on-going services in the amount of $9,643 annually. <br />27 <br />28 <br />29 <br />Page 1 of 2 <br /> <br />
