CITY OF P.OSEVILLE, MINNESOTA <br />CONIMENTS <br />In September, 1964, the electorate of the City of Roseville approved adoption of <br />Che "Council-Manager" plan of municipal government. Under this plan, the Council <br />exercises the legislative power of the City and detei�nines all matters of policy. <br />The City Manager is chief administrative officer of the City and is re.sponsible <br />to the Council for the proper administration of all affairs relating tc the City. <br />The Council is elected by popular votes and consists of five members including <br />the Mayor who is presiding officer. The City Manager is appointed by the Council <br />GENERAL FUND <br />A plan of financial operation of the Fund is set forth in the annual budget <br />adopted by Council.
