In general, expenditures in all cateoories have increased as a result of <br />inflationary pressures. In Personal Services, salaries were adjusted by <br />approximately 9% with the additional increase coming from individuals <br />reaching higher training steps plus increases in employer contributions <br />to insurance for supervisory and management employees. <br />Increases in Communication, Utilities and tdater and Sewer account for the <br />increases in Current Expenditures. <br />The Capital Expense cate�ory includes 395,000 for the added expenses of <br />water tower painting previously mentioned plus $50,000 for park improve- <br />ments, ?107,000 for vehicle replacement and $185,000 in Revenue Sharing. <br />The increase in Debt Service is a result of new General Improvement Bond <br />sales in 1980, while other bond payments are reduced, <br />Conclusion <br />The new 8% levy limitation formula has caused a climate of austerity in <br />the proposed 1982 budget resulting in a budget with no significant changes <br />in programs or levels of service. The increase in budget and levy require- <br />ments is due primarily to the impact of inflationary pressures on key areas <br />af expen�e. The overall effect of this budget on the ave�age Fomeaw�er will <br />be an increase in City taxes of approximately 11%. <br />The staff will provide additional information as requested.
