Intergovernmental Revenue: The principle reason for the decrease in inter- <br />governmental revenue is the reduction of approximately $255,000 in �Local <br />Government Aids which was made during the last session of the State <br />Legislature. <br />2. Court Fees are up $35,000, reflecting an increase in the amount of fines <br />being collected. <br />3. Charges For Service: The increase in charges for service is due to the pass <br />through of increased Metro Waste and St. Paul water charges to the City's <br />utility customers, and to increases in Ice Arena ice rental fees. <br />4. Transfers: The increase in transfers reflects the use of reserves to fund <br />portions of the budget. The major portion of the increase is due to the use <br />of $250,000 from Capitalized Interest to reduce the tax levy. <br />5. The tax levy for debt has increased due to the sale of General Obligation <br />Improvement Bonds to refinance temporary improvement bonds of 1981 and to <br />finance 1982 and 1983 construction projects. <br />Expenditures <br />Total proposed expenditures for 1984 are $11,943,846. This is an increase of <br />8.77b, or $962,701 over 1982. A comparison of major categories of e�enditure <br />with those of 1982 is shown below. <br />
