To provide an effective system for processing and maintaining <br />financial transactions, and providing financial reporting and <br />analysis which meets all requirements of the 1aw and generally <br />accepted financial principles. An independent audit of the City <br />records is performed annually by a Certified Pubiic Accounting <br />firm. <br />Activity: <br />t 1. Accounting System - To receive and disburse monies and provide <br />� for the payroll and utility billing functions. Prepare reports, <br />financial, and budget operations. <br />2. Cash Management - A11 available funds are invested in <br />securities which State Statutes permit. Investment yields <br />ranged from 5.25 percent to 9.30 percent in 1985. The 1985 <br />earnings were $1,483,921. <br />3 <br />4 <br />Business Licenses - To issue all licenses for the City as <br />required by the City Code. <br />Insurance - Administer the City's general insurance program, <br />self insured Workers' Compensation P1an, and employee benefits <br />package. <br />5. Bond Indebtedness - Plan for the financing of capital <br />� improvements, including projects in the Tax Increment <br />Districts. The City's bonds are rated Aa-1 in Moodys <br />Investor Service, and AA-1 by Standard and Poors. <br />For the past five years, the City has received the Government <br />Finance Officers Association's awards for financial reporting. <br />� <br />
