NO. 10-18 1987 ADOPTED 4,490 4,2i8 8,708 assist Roseville citizens during and after disasters continuity of the Roseville City government. ACTIVITY: l. Roseville�s Civil Defense operations are directed by the City Manager with day to day coordination done by the Deputy Chief of Police. Civil Defense is responsible for mitigating, preparing for, responding to, and recovering from natural and man made disasters. A comprehensive emergency plan has been developed and is regularly updated to keep abreast of county, state and federal guidelines and regulations. Thirteen outdoor warning sirens are maintained by the unit. 2. The Roseville Reserve Police is a unit of the Civil Defense Operations. The reserves are responsible for park patrol, assisting at special events and assisting during emergencies and disasters. EXPENDITURE COMMENTS: l. Although it does not appear in the budget, it is possible that the City may need to upgrade the control system of the Civil Defense sirens from a telephone line system to a radio-controlled system. The cities of Ramsey County, and the County itself have been preparing to make this change for several years. The change will be made if Northwestern Bell follows through with its intention to increase its phone line charges for the sirens by 300-6000. The change may be made earlier in order to gain the advantages of radio-control, such as the abilitv to sound one siren or one set of sirens at a time. The cost of the upgrade is a32,500. If this upgrade occurs in 1987, it will be funded through an appropriation from the contingency account. 21
