Roseville�s Civil Defense operations are directed by the City <br />Manager with day to day coordination done by the Deputy Chief of <br />Police. Civil Defense is responsible for mitigating, preparing <br />for, responding to, and recovering from natural and man made <br />disasters. A comprehensive emergency plan has been developed and <br />is regularly updated to keep abreast of county, state and federal <br />guidelines and regulations. Thirteen outdoor warning sirens are <br />maintained by the unit. <br />2. The Roseville Reserve Police is a unit of the Civil Defense <br />Operations. The reserves are responsible for park patrol, <br />assisting at special events and assisting during emergencies <br />and disasters. <br />EXPENDITURE COMMENTS: <br />l. Although it does not appear in the budget, it is possible that the <br />City may need to upgrade the control system of the Civil Defense <br />sirens from a telephone line system to a radio-controlled system. The <br />cities of Ramsey County, and the County itself have been preparing to <br />make this change for several years. The change will be made if <br />Northwestern Bell follows through with its intention to increase its <br />phone line charges for the sirens by 300-6000. The change may be made <br />earlier in order to gain the advantages of radio-control, such as the <br />abilitv to sound one siren or one set of sirens at a time. The cost <br />of the upgrade is a32,500. If this upgrade occurs in 1987, it will be <br />funded through an appropriation from the contingency account. <br />21 <br />
