August 18, 1987 <br />T0: City Council <br />FROM: Jim Andr� <br />SUBJECT: ADJUSTMENTS TO THE 1988 PROPOSED BUDGET <br />� Subsequent to the Council's review of the 1988 Preliminary Budget, <br />several adjustments have been made to the budget. These adjust- <br />ments are minor, and will not affect the tax levy. The adjustments <br />relate to the Council, Finance, Youth Service Bureau, Economic <br />�, Development, and Golf Course budgets. <br />l. Council <br />� Miscellaneous Services and Charges has increased by $500.00, <br />- to reflect the costs related to more frequent Council work <br />sessions. <br />2. Finance <br />Miscellaneous <br />to reflect the <br />Director. <br />Services and Charges has increased by $1,500.00, <br />addition of an auto allowance for the Finance <br />Because the responsibilities of the Police Chief, Public <br />Works Director, and Parks and Recreation Director require the <br />- use of a vehicle both during the regular work day and beyon3 <br />normal work hours in response to emergency situations, the <br />City has historically provided these persons with city vehicles. <br />In response to Federal tax law changes in 1985, which made <br />the use of city vehicles taxable, these department heads were <br />given the option of receiving a$225.00/month auto allowance <br />for using their personal vehicle instead of the city vehicle <br />for city business. The Public Works Director and Police <br />Chief both selected the auto allowance option. When the <br />Economic Development Director and Parks & Recreation Director <br />were hired, they were given the same option, and chose the <br />auto allowance. <br />The Finance Director has not received a city vehicle or an <br />auto allowance in the past because the duties did not require <br />significant travel. The current Finance Director is interested <br />in and is being encouraged to become involved in metro and <br />intergovernmental activities and organizations that will <br />regularly take him out of the office. Because the extent of <br />vehicle usage will not be as great as for the other depart- <br />ment heads, a monthly auto allowance of $125.00 has been <br />included in the 1988 Budget to reimburse the Finance Director <br />for use of his personal vehicle for City business. <br />Economic Development <br />Miscellaneous Services and Charges has increased $180.00, <br />to reflect the cost of subscriptions to the two major metro <br />area newspapers. <br />
